Riverside County stretches 180 miles from the Orange County line to the Arizona border and has grown faster than almost any county in California, with 2.4 million residents and some of the state’s longest commutes. The SR-91 through Corona and Riverside, the I-15 from Corona to Temecula, the SR-60 through Moreno Valley and the I-215 through Perris and Menifee carry commuters toward Orange and Los Angeles counties and trucks toward the warehouses of the Inland Empire. The I-10 through the Coachella Valley carries desert resort and interstate traffic. The combination of long high-speed commutes, heavy truck volumes and rapidly built suburbs produces a distinctive mix of collisions.
The county has one of California’s highest uninsured-driver rates and, in the Office of Traffic Safety rankings, several cities consistently rank poorly for crashes involving alcohol, speed and unrestrained occupants. Many of its fastest-growing cities are policed under contract by the Riverside County Sheriff’s Office, which changes how reports are obtained.

Lake Elsinore

Who investigates and where claims are filed
Freeway collisions are investigated by CHP’s Inland Division: the Riverside area office covers SR-91, SR-60 and I-215 around the city of Riverside and Moreno Valley; Temecula covers I-15 and I-215 in the southwest county; Indio covers the I-10 and the Coachella Valley; Blythe covers the eastern desert; Beaumont covers the San Gorgonio Pass.
City streets are policed by independent departments in Riverside, Corona, Murrieta, Hemet, Beaumont, Banning, Cathedral City, Desert Hot Springs, Indio, Palm Springs, Menifee (since 2020) and a few others. Moreno Valley, Temecula, Perris, Lake Elsinore, Jurupa Valley, Eastvale, Norco, Wildomar, Canyon Lake, San Jacinto, Coachella, La Quinta, Palm Desert, Rancho Mirage and Indian Wells contract with the Riverside County Sheriff’s Office; those reports come from the Sheriff’s station serving the city.
Injury lawsuits are filed in the Superior Court of California, County of Riverside. Unlimited civil cases are heard at the Riverside Historic Courthouse and the Palm Springs and Murrieta (Southwest Justice Center) courthouses depending on where the crash occurred. Government claims against the county go to the Clerk of the Board; against a city, to that city clerk; against the Riverside Transit Agency or SunLine Transit, to the agency.

Riverside County questions
My crash was in Temecula or Moreno Valley. Who has the report?
Both cities contract with the Riverside County Sheriff’s Office, which operates as the Temecula Police Department and Moreno Valley Police Department. Request the report from the Sheriff’s station serving that city. Freeway crashes in either city are CHP reports.
Which courthouse hears a Riverside County injury case?
The Riverside Historic Courthouse for most of the western county, the Southwest Justice Center in Murrieta for the Temecula Valley, and the Palm Springs courthouse for the Coachella Valley, depending on where the crash occurred.
Does Riverside County really have more uninsured drivers?
Studies of uninsured rates by zip code consistently show Inland Empire communities above the statewide average. In practice, UM/UIM claims against the injured person’s own policy are a larger share of claims here than in coastal counties.
